California Commercial Electricity Phase 3

The recently signed California SB 695 has created a flood of applications from businesses trying to get out of the grip of the 3 large local utilities, Pacific Gas and Electric, Southern California Edison, and San Diego Gas and Electric. Open enrollment Phase 2 was so popular that when it opened July 14th, 2010, the cap was reached by July 15th and all subsequent applications  were no longer accepted.
